블링컨 국무장관은 "민주주의와 반부패에 대한 대중적 지지의 물결을 타고 집권에 들어섰지만 개혁 의지가 실제로 가시적인 성과를 낼 수 있다는 것을 증명해야 한다. 그것이 우리 앞에 놓인 과제이다” 라고 말했다.
또한, 블링컨 국무장관은 바이든 대통령은 작년 12월 민주적 갱신을 위한 대통령 이니셔티브를 발표했다"고 전하며, "약속을 이행하기 위해 4억 2,500만달러를 약속했다. 첫 해에 약 5,500만 달러의 자금이 USID의 민주 개발 파트너십에 사용될 것이다”라고 말했다.
아울러, 많은 사람들이 직면한 도전은 전 세계 민주주의가 직면한 도전과 크게 다르지 않다고 말했다.
블링컨 국무장관은 반부패에 관한 의제가 가장 중요하다고 보았다.
전 세계 GDP의 최대 5%를 차지하는 것으로 추산되며 경쟁을 억누르고 불평등을 심화시키며 민주주의에 가장 큰 피해를 줄 수 있으며 정부와 기관에 대한 대중의 신뢰를 약화시키고 있다고 말했다. 또한 외국의 간섭, 허위 정보, 초국가적 억압 및 권위주의 정부가 민주주의를 약화시키고 있다고 전했다.
또한, 도미니카 공화국은 정부가 불법 활동을 통해 얻은 자산을 압수하여 도미니카 국민에게 투자할 수 있도록 하는 새로운 법안을 통과시켰다고 전했다.
에콰도르는 부패와 조직범죄를 다루는 국가 최초의 전문 법원을 만들었고, 아르메니아 부패방지위원회는 2022년 상반기 판사와 검사 후보자 261명을 대상으로 청렴도를 조사해 독립성을 훼손할 수 있는 이해상충 등을 조사했다.
블링컨 국무장관은 "몰도바에서는 권력 개혁에 대한 투표율이 높아 투명성, 반부패, 사법적 독립을 기반으로 정부를 출범시켰다"고 전했다.
미 국무부는 대통령과 국무장관의 지휘 아래 외교, 옹호, 지원을 통해 미국인의 이익과 안전, 경제적 번영을 증진함으로써 미국의 외교 정책을 주도하고 있다.
